I love the Clockwork Cabaret and an long as I've listened, I still can't nail down what 'steampunk music' is. I never thought of steampunk as a music culture, like these other ruffians appear to have done, but I certainly like music, and if you can steampunk a light bulb, a house, or a guitar, then by golly, you can steampunk a song! But yes, it's steampunks that make the songs, not songs that make the steampunk. Hear hear!
